The reason why they filed with the AG and not called for a refund is that many of these advertisers don't answer the phone or don't want to return the money, stating that their ToS (which are hidden under 10 links on the other side of the footer :-) does not allow for a refund. I had many problems with these bastards, I emailed, called them and no one responded (or the finance company denied the refund and said I need to talk to the merchant). What else is there to do in this case (I personally just canceled the card and got a new one, but some people would be so pissed they would go much further)...
